California RN License Renewal: The Two-Year Cycle and Your 30 Hours

You will learn how the two-year renewal cycle works, what the Board counts as acceptable CE, and when you are exempt.

Two stacked calendar panels for a two-year cycle, a licence card and an hourglass.

Your California RN license renews every two years. Your first license is issued for two birthdays rather than two calendar years and expires the last day of the month following your birth month. After that, the cycle repeats every two years if you renew on time. The same license number stays with you whether your license is active, inactive or delinquent.

Thirty hours every two years

You must complete 30 contact hours of continuing education during each two-year renewal period to keep an active license. The hours must come from a continuing education provider recognized by the Board of Registered Nursing. The Board does not pre-approve course content; it approves providers. Before you take a course, verify the provider number is still active using the BreEZe License Verification system. Courses taken under an expired provider number do not count.

Your first renewal is exempt

During the first two years immediately following initial licensure in California or any other jurisdiction, you are exempt from the 30-hour requirement, with one exception: the implicit bias hour still applies. If you were first licensed anywhere more than two years ago and are now renewing in California for the first time, you owe the full 30 hours at that first California renewal, even though the license is new to you here.

The Board expects relevant content

All continuing education must be relevant to the practice of nursing, at a level above that required for licensure. Acceptable topics include physical, social and behavioral sciences applied to patient care; nursing administration, management, education and research; specialty areas such as occupational health, school nursing and office nursing; and subjects like pharmacology, cultural diversity, legal aspects of nursing and therapeutic interpersonal skills. The Board publishes a long list of what is acceptable on its website.

Certain subjects are explicitly excluded. The Board will not accept courses on self-improvement, self-awareness, weight loss, yoga, investments, retirement planning, resume writing, interview techniques, liberal arts unrelated to patient care, employer orientation programs, personal appearance, basic CPR, basic BLS, basic EKG or basic IV courses at the LVN level. If you take a course with identical content and objectives twice in the same cycle, the hours count only once.

What else counts

Category 1 Continuing Medical Education is acceptable if it was taken within the appropriate time frame. Category 2 CME is not. College courses count if the content is above the level required for licensure. One quarter unit equals ten contact hours; one semester unit equals fifteen contact hours. That means a single three-unit semester course gives you 45 contact hours, enough for a cycle and a half. Courses approved by other state boards of nursing, ANCC regional accrediting bodies and appropriate national health professional associations are acceptable as long as the content meets the Board's requirements.

There is no limit on the number of hours you may earn through independent study or home study. If you earned CE through courses approved by another state's board while you were licensed there, those hours are acceptable in California as long as the content and timing meet California's rules.

Nurse practitioners with older patients

If you are a nurse practitioner providing primary care to a patient population of which more than 25 percent is aged 65 or older, at least six of your 30 hours must be in gerontology, dementia care or the care of older patients. Those six hours are part of the 30, not in addition to them.

Implicit bias is required once

Starting January 1, 2023, every licensee still within the first two years of holding a license must complete one hour of implicit bias training from a Board-approved provider. This is a one-time requirement. The Board has amended its regulations to eliminate exemptions from the implicit bias hour. You must complete it even if you are exempt from the other 29 hours during your first renewal period.

The Board does not grant extensions

If you cannot complete your 30 hours by your renewal date, you may renew to inactive status by paying the renewal fee and checking the inactive box. An inactive license means you paid the fee but did not complete the continuing education. You cannot practice as a registered nurse in California on an inactive license. To move from inactive to active status, you must submit proof of 30 contact hours completed within the past two years. That does not extend your expiration date; you will owe another 30 hours at the next renewal.

A delinquent license is different: it means you did not pay the renewal fee. Neither inactive nor delinquent status permits you to practice in California.

Audits happen

The Board conducts random audits of registered nurses regularly. Every RN is subject to audit. You are required to keep certificates or grade slips for four years as proof of CE completion. If you are audited, you must produce them. Store your records where you can find them.

You attest at renewal

California does not operate an electronic CE reporting system for nurses. When you renew online through BreEZe, you attest under penalty of perjury that you completed the required hours. You do not upload certificates at renewal. The Board expects you to have them if it asks.

Renewal notices go out about three months before your license expires. If you do not receive one, you are still responsible for renewing on time. You can renew online as early as 90 days before expiration. Check the Board's processing times page for current wait periods, though online renewals that meet all requirements are typically processed within 72 hours.
