Your First California RN Renewal: What's Different and What to Know

New RNs often misunderstand the first-renewal exemption, the implicit-bias hour, and when continuing education actually starts to count.

A new licence card with a gold ribbon, a graduation cap and a calendar page with one day marked.

If you passed the NCLEX and received your California RN license within the past two years, your first renewal looks different from every one that follows. The Board exempts you from most of the continuing-education requirement, but there are traps that catch new graduates by surprise.

The first-renewal exemption: what it covers and what it does not

Under California Code of Regulations section 1452, registered nurses are exempt from the thirty-hour continuing-education requirement during the first two years immediately following initial licensure. That exemption starts when you were first licensed as a registered nurse in any jurisdiction, not the date you endorsed into California.

If you were licensed in another state three years ago and recently endorsed into California, you are not exempt — you owe the full thirty hours at your first California renewal. The clock started when you first became an RN anywhere.

The exemption also does not cover the implicit-bias requirement. Under Business and Professions Code section 2811.5, a licensee still within the first two years of holding a license must complete one hour of implicit-bias training from a Board-approved continuing-education provider. That hour is mandatory even when the rest of the thirty are waived.

When you renew online through BreEZe, you will enter "EXEMPT" as the course name, "NCLEX" as the provider name, today's date as the date of completion, and "30" as the number of hours. The system requires that line to process the renewal. You still certify under penalty of perjury that you meet the requirements, which in this case means the exemption applies to you.

Common mistakes new RNs make

The biggest mistake is assuming the exemption lasts two years from the date you moved to California or from the date you started your first job. It does not. If you graduated, passed the NCLEX and were issued a license in Illinois in 2024, then moved to California and endorsed in 2025, your exemption ends two years from the Illinois issue date. Your first California renewal will require the full thirty hours if it falls after that two-year mark.

Another error is waiting until the last minute to check your renewal date. Your first California RN license is issued for two birthdays, not two years, and expires the last day of the month following your birth month. That period can run slightly over twenty-four months depending on when you were licensed. Check the expiration date printed on your license rather than counting forward from the day you received it.

Some new graduates also think the implicit-bias hour is optional or that any diversity course will satisfy it. It is not optional, and the course must come from a provider holding a current Board-approved continuing-education provider number. You can verify a provider number through the BreEZe license-verification system. If the provider number is expired, the course does not count.

Finally, new RNs sometimes believe they can renew to inactive status to buy more time. You can, but you cannot practice nursing in California on an inactive license. Inactive means you paid the renewal fee but did not complete the continuing education. If you need to work, you need an active license, and that means meeting the requirements on time.

What happens at your second renewal

Your second renewal is the first one that requires thirty contact hours of California nursing continuing education. Those hours must have been completed during the preceding two-year renewal period. Courses must come from a Board-approved provider and must be relevant to the practice of nursing at a level above that required for licensure.

The Board does not prescribe specific subjects beyond the one-time implicit-bias hour. Acceptable content includes advanced courses in physical, social and behavioral sciences; pharmacology; specialty practice areas; nursing administration, management, education or research; and courses related to direct or indirect patient care. Unacceptable courses include self-improvement, weight loss, yoga, financial planning, resume writing, orientation programs, and basic CPR or IV courses similar to those used to certify LVNs.

You are not required to submit certificates when you renew. You attest under penalty of perjury that you completed the hours, and you keep the certificates for four years in case the Board audits you. Random audits are conducted regularly under section 1451, and misrepresenting completion is referred to the enforcement unit for disciplinary action.

California sets no limit on the number of hours you can complete through independent study or online courses. Category 1 continuing medical education is acceptable. College courses convert at one quarter unit to ten contact hours or one semester unit to fifteen, provided the course is at an advanced level.

Special requirements for nurse practitioners

If you hold a nurse-practitioner certificate and provide primary care to a patient population more than twenty-five percent of which is aged sixty-five or older, you must complete at least six of your thirty renewal hours in gerontology, dementia care, or care of older patients. Those six hours are part of the thirty, not in addition to them. The requirement is found in the Board's continuing-education regulations and applies each renewal cycle as long as your patient population meets the threshold.

What to do right now

Check the expiration date printed on your license and count backward to the date it was issued. If it has been less than two years since you were first licensed as an RN anywhere, you are exempt from the thirty hours but you still owe the implicit-bias hour. If it has been more than two years, or if your renewal falls after the two-year mark, start your thirty hours now. The Board does not grant extensions, and there is no grace period once your license expires. A delinquent renewal costs more and you cannot legally practice while the license is expired, even if you mailed the check.
